Install missing transient dependencies

What does this MR do?

In !950 (diffs) we removed git-base image and moved the dependencies to the build stage of the new gitaly image. This leads to missing transient dependencies in the final image, including libcurl3-gnutls, which leads to issues such as gitlab-org/gitlab#358890 (closed).

This MR adds these dependencies.
