kubectl: set HOME to /tmp/kube, speed up kubectl

What does this MR do?

Seems that we have to ensure that kubectl @ 1.18.x has a writable HOME directory. Because this container has USER nobody:nobody, there is no such by default/design.

Add ENV HOME=/tmp/kube to the container. This does not create the directory, because it will be automatically created to match the UID:GID pair at usage of kubectl within K8s.
