Update yq to v4.21.1, kubectl to 1.18.20

What does this MR do?

Updates yq to v4.21.1, and kubectl to 1.18.20 (resulting in a change of the image tag).

Because the image tag will change upon release, we don't risk breaking existing installations because they will still point to the previous tag.
