Add GnuPG as dependency to gitlab-ruby

Fixes charts/gitlab#451, probably; I tested that it builds, but getting it running with this custom image seems a bit beyond my capabilities currently.

(Seems like the pipeline may hardcode the gitlab registry image url and fails?)
