Fix pipeline from failing when running over UTC midnight

What does this MR do?

Pipelines where jobs run on both sides of UTC midnight often fail because most of the jobs use the numeric UTC day of month to generate a unique hash used as the image tag. This MR replaces the calls to date with the CI_PIPELINE_CREATED_AT which does not change when the pipeline straddles UTC midnight.
