Upgrade to Postgres 13 for client libraries

What does this MR do?

Uses PG13 for our client pg libs. This allows us to support backup/restore to PG13, while still retaining support for PG12 and PG11. (This has no impact on the version of postgres we are running in the chart, just which version we build our client libs against)
