Options to configure robots.txt on workhorse - append or overwrite

What does this MR do?

This MR adds to the workhorse start script an option to append or overwrite the robots.txt file under /srv/gitlab/public/ - please confirm if this is where the file exit.

If the script finds /tmp/gitlab/robots_append.txt it will append to the /srv/gitlab/public/robots.txt

Else if script finds /tmp/gitlab/robots_overwrite.txt it will overwrite the current /srv/gitlab/public/robots.txt in the workhorse container.
