Update Node from 12 to 14.15.4 and Yarn from 1.x to 1.22.5

What does this MR do?

Updates Node from 12 to 14.15.4 since gitlab-org/gitlab!52099 (merged) did it in %13.9. Also updates Yarn from 1.x to 1.22.5 (gitlab-org/gitlab!44015 (merged) and gitlab-org/gitlab-build-images!322 (merged) in %13.5).
