Update ruby_docker to 1.0.1 on dependency update

What does this MR do?

Updates ruby_docker base image from 0.0.41 to 1.0.1 on dependency update in the CI pipeline.

Previously !333 (merged) included upgrading from 0.0.7 to 0.0.41, unlike jobs using the same base image (name, not tag) where fixed this problem addressed in !579 (merged).
