Add OpenShift labels to UBI8 images

What does this MR do?

This MR adds the following container labels to the UBI containers as required for OpenShift certification.

  • name
  • maintainer
  • vendor
  • version
  • release
  • summary
  • description

This is outlined in Red Hat's Partner Guide for OpenShift and Container Certification
