Remove call the refresh foreign data wrapper

This rake task to longer exists in the rails codebase, and is causing this to fail

Fixes an error seen while testing: gitlab-org/charts/gitlab!1496 (comment 397296757)

The raketask was removed upstream in gitlab-org/gitlab!38632 (merged)
