Pre-create shared tmp for Rails in unicorn/workhorse
Related to gitlab-org/charts/gitlab#1651 (closed)
Add ensuring that /tmp/gitlab exists, and is 3770 gitlab:gitlab so that the Rails is happy with the location & permissions of tmpdir. Much further detail in related issue, stems from upstream changes to artifacts object storage handling.
