What does this MR do?

Rails: Add explicit ClickHouse check skip

When running tests or other non-production environments, setting the environment variable SKIP_CLICKHOUSE_SCHEMA_VERSION_CHECK=YesReally will skip* the schema version check.

Per request in gitlab-com/gl-infra/delivery#21637
