Fix CI_COMMIT_REF tags of FIPS build images

What does this MR do?

For UBI build images, we are replacing the -ubi suffix in the tag name with -build-ubi. However, this was not done for FIPS images, and this caused FIPS build images also to get tagged with the same tag as of final image. Because final images happen later in the pipeline, they will overwrite the tags created by build image jobs. (The build images will still be available under their CONTAINER_VERSION-build-fips tag)
