What does this MR do?
BACKPORT:
Upgrade to Postgres 16.6 for client libraries, openssl 3.2
Upgrade client libraries and programs to 16.6
https://www.postgresql.org/docs/release/16.6/
This does not affect servers, and allows access, backup and restore for to servers at matching major version or earlier. This supports functioning with OpenSSL 3.2+, as of PG 15.6+.
