Build mailroom image if gitlab-ruby image changes

Balasankar 'Balu' C requested to merge build-mailroom-if-ruby-changes into master

Noticed on !195 (merged) . When either Ruby version or Mailroom version changes, we need to rebuild gitlab-mailroom image.
