Draft: Update GITLAB_SHELL_VERSION to "v14.33.0"

What does this MR do?

This MR updates the GITLAB_SHELL_VERSION variable to v14.33.0 in an effort to create a new gitlab-shell CNG Docker image (registry.gitlab.com/gitlab-org/build/cng/gitlab-shell) that can be used to verify if v14.33.0 of gitlab-shell resolves a customer issue.
