Resolve "Make build platform runtime tunable"

Dmytro Makovey requested to merge 630-platform-tunable into shiyin0413-enable_pipeline_with_multiarch

What does this MR do?

  • add ARCH_LIST parameter
  • depending on ARCH_LIST contents provision buildx agents correspondingly
  • alter "safety belt" logic allowing for mediaType: application/vnd.docker.distribution.manifest.v2+json in cases where ARCH_LIST lists only a single platform
  • default to building only amd64

Success criteria

  • pipeline produces working images amd64 for ARCH_LIST=amd64
  • pipeline produces working images for both amd64 and arm64 with ARCH_LIST=amd64,arm64
