Use gcloud client

Dmytro Makovey requested to merge use-gcloud-client into shiyin0413-enable_pipeline_with_multiarch

What does this MR do?

Switch from KAS-based kubernetes cluster connection to gcloud-based one.

Pre-requisites

  • Google Cloud Service Account for authentication
  • Authorize SA to access buildx cluster
  • Add corresponding variables to CNG project:
    • Service Account JSON file
    • Gcloud project information (project ID, Zone)
    • Buildx cluster name
