Update Go

NOTE: This should be merged into the same milestone as the Go Omnibus MR (gitlab-org/omnibus-gitlab!7090 (merged)).

What does this MR do?

1. Update default Go to 1.20.7
2. Update FIPS Go to 1.20.6 since 1.20.7 is not released yet
