Simplify GitLab Pages Dockerfile

What does this MR do?

Simplify Pages Dockerfile

No need to cleanup cache and sources in builder image. Sets WORKDIR to build dir instead of creating it manually. Doesn't introduce dependencies, download and build script, because the build is rather simple.
