Add kubectl to deps.yml

What does this MR do?

Add kubectl to deps.yml

Automate kubectl updates via dependencies.io.

Keep using version 1.24.x, which supports K8s 1.23, 1.24, and 1.25.

After merge, the deps bot is expected to open a MR bumping kubectl to 1.24.13.

• Cloud provider setup for the GitLab chart for the K8s versions supported by the GitLab Helm chart

Run deps upgrade -v locally and verify all K8s version references are updated.
