Update redis-namespace dependency in MailRoom

What does this MR do?

It appears that redis-namespace v1.8.0 is at least needed to support Ruby 3 (https://github.com/resque/redis-namespace/blob/master/CHANGELOG.md), or mail delivery will encounter keyword argument errors.
