Make `gitlab-logger -version` work

What does this MR do?

By switching to git and make, gitlab-logger -version will report the version properly:

$ docker run -it registry.gitlab.com/gitlab-org/build/cng/gitlab-webservice-ce:sh-build-gitlab-logger-with-make bash
Begin parsing .erb templates from /srv/gitlab/config
Begin parsing .tpl templates from /srv/gitlab/config
git@78350d0936b1:/$ /usr/local/bin/gitlab-logger -version
gitlab-logger, version 2.3.0
