UBI: Remove individual .build install of git

What does this MR do?

Centralize the install of the git package in Dockerfile.build.* into gitlab-ubi-builder.

Relocate the dnf install git from the various Dockerfile.build.ubi8 and into gitlab-ubi-builder image. This would centralize the installation on the common base image of all these other images, reducing the need to reach out to the repositories.
