FIPS: fix Go fips tag, format changed

What does this MR do?

Tag format changed, and we missed that.

    $ git tag -l | grep "1.17.*openssl"
    1.17.10-1-openssl-fips
    go-1.17.2-1-openssl-fips
    go-1.17.3-1-openssl-fips
    go-1.17.4-1-openssl-fips
    go-1.17.5-1-openssl-fips
    go-1.17.7-1-openssl-fips
    go1.17.10-1-openssl-fips
    go1.17.12-1-openssl-fips
