What does this MR do?

As of 2022-07-31, v20220614 is now the default version: https://alpine.pkgs.org/3.15/alpine-main-x86_64/ca-certificates-20220614-r0.apk.html

The old version no longer installs, as seen in https://dev.gitlab.org/gitlab/charts/components/images/-/jobs/13308061.
