UBI: fix gitlab-exporter artifact to include libpq

What does this MR do?

gitlab-exporter/Dockerfile.build.ubi8 did not include installing the libpq.so* into the final assets bundle, which resulted in failure within the application. This has been present for an unknown amount of time.
