Add organization_id to oauth_clients

Adds an optional organization_id UUIDv7 field to IAM OAuth clients across storage, HTTP, and gRPC.

The field is nullable for compatibility with existing replication, which cannot send it yet. Upserts preserve the stored value when the field is absent.
