Expose issues to the templates

Description

This exposes the issues to the templates. That way, we can refer to all the issues and have more options on the custom templates.

For example, we are not using the Deliverable and Stretch labels, but using milestonep1, milestonep2 and milestonep3 labels, so I need to filter the issues on ERB file.
