Retro config for new package groups

The Package team is going through a restructuring, and we now have two groups. More in https://gitlab.com/gitlab-org/ci-cd/package-stage/package/-/issues/72+

This MR updates the yml used for the retrospective automation, so both teams are listed with their respective team members.
