Add configuration for the Secure stage

First iteration for the secure stage async retro.

1. Project created: https://gitlab.com/gl-retrospectives/secure

2. This will create a retro-issue, that:

   1. Is confidential per default
   2. Uses the default template: https://gitlab.com/gitlab-org/async-retrospectives/blob/master/templates/default.erb
   3. Creates a discussion per question: what went well / what didn't go well / what we can improve

I would think that this mirrors our Google Doc/Sync call, and we can iterate from there.
