Add jlear and johnhope to plan BE tag

The Plan Retrospective is run stage-wide and the DRI rotates between the three EMs.

This means that if the EMs aren't also tagged in the comments, two will not be included as participants. @donaldcook is already included in frontend, this adds @johnhope and @jlear to the backend.
