Use protect template for threat insights group retros

We've recently split the Threat Management sub-department level retrospectives into two group-level retros for ~"group::container security" & groupthreat insights. The Protect template is what we've used historically for our retro issues. In order to maintain consistent instructions for the groupthreat insights team we want to continue using that template for the time being.
