Create a parent topic for the company retrospective

This MR enables a new thread on the group retrospectives that, if enabled, will ask for specific feedback that should be shared in the company retrospective. Sometimes, it's very clear what feedback makes sense to share during the company retrospective, but other times, the feedback is very group-focused and we may not ask ourselves if there is something more that we're missing. I want to encourage the group to consider if something happened during the release that could be applied to other groups, without asking individually. This is just a helpful prompt for IC's to think about, and does not replace or supersede feedback in other areas of the group retrospective. This new thread will NOT be created - it is off by default.
