refactor: moved comments to interface

We have migrated to a release process that no longer relies on parseable commit
messages. Instead, the release type is determined by the `type::*` label of the
merge request, which is more userfriendly, e.g. it is much easier to change
after the fact.

Issue: #2165

ci: Remove the `commitlint` job.
