test(merge_requests): cover untested merge request methods

Description

Adds tests for the MergeRequestsService methods that had no coverage.

Each test checks the request method and path, the body or query parameters where relevant, the decoded response, an invalid ID type, a failing request option and a 404. The five time-tracking methods share one table-driven test.
