feat: support renew application secret api endpoint

This MR adds the support of the RenewApplicationSecret method in the ApplicationsServiceInterface. This is a missing API endpoint coverage for Oauth Applications.

The endpoint is fully mocked according to the docs specifications for the endpoint.
