feat(users): Add support for a user to see only one file diff per page

Add support for the view_diffs_file_by_file parameter in CreateUserOptions and ModifyUserOptions to align with the GitLab Users API. Allows controlling whether diffs are displayed one file at a time when creating or modifying users.
