Add a guide to setting up and developing Cube.js

This MR takes the guide from gitlab-org/gitlab#417231 (comment 1524536105) and puts it in a document for easier referencing in future.

The guide should give you a good basis for getting a local copy of Cube.js set up and connected to your DevKit, so it can be used in your GDK.
