Remove JH_ONLY and add EE_ONLY

Lin Jen-Shin requested to merge introduce-ee-only-env into main-jh

Previously it's EE by default, now we make JH by default and when EE_ONLY is passed it runs under EE mode.

Since we're separating 2 repositories, this will fit more naturally.
