Update Dependencies

In a prior MR: !280 (merged), we updated the version of this cookbook, however we appear to have failed the update as we can't seem to publish the new cookbook: https://ops.gitlab.net/gitlab-cookbooks/gitlab-haproxy/-/jobs/4548345

This MR contains a berks update. It'll attempt to use the already bumped version as what should be uploaded to the chef server.
