Allows for configurable port configuration for the canary https backend

For gitlab-com/gl-infra/production#3465 (closed) this allows us to set a different port configuration for the canary https git backend. Currently canary by default uses the same configuration as the main stage.

Once the change work is completed this special logic can be reverted.
