Add section for prompt author on issues without type label

Why is this change being made?

Explanation for the policy to be introduced here gitlab-org/quality/triage-ops!870 (merged). This policy will be prompting authors often and this MR provides a summary of the reasoning behind the bot's messages

Also links to a simple chart showing the number of open issues without type labels
