2018 Q3 OKR: Weekly releases to GitLab.com

This issue is to discuss releasing to GitLab.com more often (weekly) using the existing methods (omnibus). The delta of each release would be smaller, which would theoretically carry less risk and make attribution of problems somewhat easier.

• Move from monthly to weekly releases to GitLab.com
  • Name them after the time stamp
• Still release an Semvar omnibus release once a month for self-hosted customers
• Decompose the monthly feature freeze deadline
• Have a dev branch that maps to staging (prior to master)
• Integration branches for weekly releases?
  • Assume Quality gets review apps up

If there is a path we could start immediately and make this a Q3 deliverable for the appropriate team(s).

Note some thinking was done last month in this doc but we didn't cover this iteration specifically.
