Added section to product Handbook for guidance on planning issues

(If there's a due date for merging this MR, be sure to include it here.) We are adding a small section to the Product handbook for guidance on the monthly milestone planning issue. It includes links to examples from other teams and encourages the PM to incorporate our Product Principles in their issue and process.
