embed OKRs in package handbook page

Why is this change being made?

Our handbook is our SSOT for our process. We should hold to our transparency value and keep the handbook updated on how we implement, measure and iterate on our process.

This MR include an embed of the Ally OKRs following the engineering guidelines https://about.gitlab.com/handbook/engineering/#embed-ally-okr-in-handbook
