Create TAM SME guidance

Why is this change being made?

As the TAM organization grows in capability and responsibility, we are developing subject matter experts in different areas. This documentation provides a place for guidance on what constitutes a SME, and topics in which a TAM can become a SME. This iteration focuses specifically on TAM-led workshops.
