Add multiple ways to setup a GitLab dev environment when contributing

Why is this change being made?

I recently assisted a new contributor with how to set up a dev environment and thought it might be easier for them to use Gitpod instead of GDK. For other changes that don't require running the application, it can be easier to use Web IDE
