Add a todo to request review from marketing

Why is this change being made?

The homepage blurb was not updated during the 14.7 Release Post process. The steps to make the update are included in this template, however, there isn't a step to request a review.

This MR adds an item that will ask the release post manager to request a review from marketing prior to merging the release-X-Y branch.
